
TAFT ANNOUNCES APPOINTMENTS
COLUMBUS (January 5, 2007) - Governor Bob Taft today announced appointments to the Ohio Arts Council; Ohio Building Authority; Ohio Commission on Dispute Resolution and conflict Management; Ohio Elections Commission; Ohio Expositions Commission; State Fire Commission; Ohio Higher Education Facility Commission; Commission on Hispanic/Latino Affairs; James A. Rhodes State College Board of Trustees; Ohio Lottery Commission; Ohio Martin Luther King, Jr. Holiday Commission; Board of Nursing; Southern Ohio Agricultural and Community Development Foundation; State Veterinary Medical Board; Counselor, Social Worker and Marriage and Family Therapist Board; Board of Motor Vehicle Collision Repair Registration; Counselor, Social Worker, and Marriage and Family Therapist Board; and the North East Ohio Universities Collaboration and Innovation Study Commission.
The Ohio Arts Council shall foster and encourage the development of the arts in this State and preservation of Ohio's cultural heritage. Members are compensated for their expenses only.
C. Daniel DeLawder, from Newark, was appointed to the Ohio Arts Council for a term ending July 1, 2009, replacing Raymond Tymus-Jones, who resigned. Mr. DeLawder has a Bachelor of Science degree from Ohio University. Mr. DeLawder is Chairman and Chief Executive Officer and Board Member of The Park National Bank and the Park National Corporation.
The Ohio Building Authority has the power to purchase, construct, and maintain buildings and other facilities for use as state office buildings; as homes for the aged, disabled, and mentally ill; and as living quarters for staff of said homes. Members are compensated for their expenses only.
Tom Fries, Sr., from Dublin, was appointed to the Ohio Building Authority for a term ending December 31, 2009, replacing C. Jay Matthews, I, who resigned. Mr. Fries is the President of Tom Fries Associates, and is a former State Senator.
The Ohio Commission on Dispute Resolution and Conflict Management shall provide, coordinate, fund and evaluate dispute resolution and conflict management education, training, and research programs in this state. It also consults with, educates, trains, provides resources for and otherwise assists and facilitates other persons and public or private agencies, organizations, or entities that are engaged in activities related to dispute resolution and conflict management. Members are compensated for their expenses only.
Steven Moore, from Pickerington, was reappointed to the Ohio Commission on Dispute Resolution and Conflict Management for a term ending November 17, 2009. Mr. Moore has a Bachelor of Arts degree in American History from Hampton University and a Master of Public Administration degree from The Ohio State University. Mr. Moore is the Associate Director for Donor Relations and Regional Giving for The Columbus Foundation and Affiliates.
Gloria A. Osburn, from Montpelier, was reappointed to the Ohio Commission on Dispute Resolution and Conflict Management for a term ending Nov. 16, 2009. Ms. Osburn is a County Commissioner for Williams County, Ohio. She attended Bowling Green State University.
The Ohio Elections Commission hears, through "probable cause panels," certain violations of the Elections Law at expedited hearings. Members are compensated $25,000 per year, plus expenses.
Chuck Calvert, from Lafayette Township, was appointed to the Ohio Elections Commission for a term ending December 31, 2011, replacing Benjamin Marsh, whose term expired. Mr. Calvert is a former State Representative from Medina County.
John Mroczkowski, from Canton, was appointed to the Ohio Elections Commission for a term ending December 31, 2011, replacing William Booth, whose term expired. Mr. Mroczkowski is currently retired, and is a former Sub-District Director for U.S.W.A. (District 27).
The Ohio Expositions Commission shall conduct at least one fair or exposition annually and may conduct more if they so decide. The Commission manages the State Fair and other displays which occur. Members are compensated $18.98 per hour, plus expenses.
Kathryn Bartter, from Columbus, was appointed to the Ohio Expositions Commission for a term ending December 1, 2012, replacing Richard Ricker, whose term expired. Ms. Bartter has a Bachelor of Science degree from Ohio University. Ms. Bartter is the Chief Policy Advisory & Director of Cabinet Affairs for Governor Taft's office.
Thomas Jackson, from Dublin, was appointed to the Ohio Expositions Commission for a term ending December 1, 2012, replacing Dorothy Jones, whose term expired. Mr. Jackson has a Bachelor of Science degree form the University of Akron. Mr. Jackson is the President and CEO of the Ohio Grocers Association.
John O. Spreng, Jr., from Bucyrus, was appointed to the Ohio Expositions Commission for a term ending December 1, 2012, replacing Harold Crowe, whose term expired. Mr. Spreng is the President of Longacre Farms, Inc.
The State Fire Commission may recommend courses of action to be taken by the Fire Marshal in carrying out his duties under this section. Members are compensated $18.98 per hour plus expenses.
Donald Welker, from Chardon, was appointed to the State Fire Commission for a term ending October 31, 2010, replacing Ron Landis, whose term expired. Mr. Welker has a Bachelor of Arts degree and a Master of Public Administration degree from Cleveland State University. Mr. Welker is the President of Geiker Opportunities, Inc.
The Ohio Higher Education Facility Commission reviews, approves, and issues tax-exempt bonds for the construction of facilities for private colleges in the State of Ohio. Members are compensated for their expenses only.
Samuel Speck, from Columbus, was appointed to the Ohio Higher Education Facility Commission for a term ending January 1, 2014, replacing Douglas G. McMarlin, who resigned. Mr. Speck was the Director of the Ohio Department of Natural Resources under Governor Taft.
The Commission on Hispanic/Latino Affairs shall gather and disseminate information and conduct hearings, conferences, investigations, and special studies on problems and programs concerning Spanish speaking people, secure appropriate recognition of the accomplishments and contributions of Spanish-speaking people to the state; stimulate public awareness of the problems of Spanish-speaking people by conducting a program of public education; advise the Governor, General Assembly and state agencies of the nature, magnitude and priorities of the problems of Spanish-speaking persons. Members are compensated $18.98 per hour, plus expenses. No member shall be compensated for more than one day each month.
Blanche Aviles Casey, from Beavercreek, was appointed to the Commission on Hispanic/Latino Affairs for a term ending October 7, 2009, replacing Silvia Jimenez-Hire, whose term expired. Ms. Casey has a Bachelor of Science degree from the City College of New York and a Master's in Guidance and Counseling from Ball State University. Ms. Casey is a Special Assistant with the DHS/Federal Emergency Management Agency.
D. Daniel Porras, from Shaker Heights, was appointed to the Commission on Hispanic/Latino Affairs for a term ending October 7, 2007, replacing Maritza Perez, who resigned. Mr. Porras has a Bachelor of Business Administration degree from the University of Texas at El Paso and a Juris Doctor degree from St. Mary's University School of Law. Mr. Porras is the Interim Executive Director for the Hispanic Business Association.
The James A. Rhodes State College Board of Trustees has the power to build, own and operate a technical college in their designated district. It sets the tuition and fees of the college. It shall hire and fix the compensation of all the college's employees and do all that is necessary to ensure the successful operation of the college. Members are compensated for their expenses only.
Jack Spratt, Jr., from Lima, was appointed to the James A. Rhodes State College Board of Trustees for a term ending August 31, 2009, replacing Angelika Clark, whose term expired. Mr. Spratt has a Bachelor of Science degree and a Doctor of Dental Surgery degree from The Ohio State University. Mr. Spratt is a Full-Time General Practice Dentist.
The Ohio Lottery Commission acts as an advisory body to the administration of the state lottery. Members are compensated $5,000.00 per year, plus expenses.
Elizabeth Schuster, from New Albany, was appointed to the Ohio Lottery Commission for a term ending August 1, 2008, replacing Sandra Barber, who resigned. Ms. Schuster has a Bachelor of Arts degree and a Juris Doctor degree from The Ohio State University. Ms. Schuster is the former Chief Legal Counsel for Governor Bob Taft.
The Ohio Martin Luther King, Jr. Holiday Commission shall coordinate and plan a statewide celebration and commemoration for the official state and federal holiday honoring Dr. Martin Luther King, Jr. The celebration and commemoration shall be held on the Thursday before the third Monday in January of each year. Members are compensated for the expenses only.
Nanda Nair, from Dublin, was appointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2007, replacing Shobhana Davda, who resigned. Mr. Nair has an Electrical Engineering degree from Bombay University and a Bachelor of Business Administration degree from Franklin University. Mr. Nair is the President and CEO of 3SG Corporation and CEO of Source24.
State Senator David Goodman (R-Bexley), was appointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending Dec. 31, 2007.
State Representative Joyce Beatty (D-Columbus), was appointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending Dec. 31, 2007.
Joseph Mas, from Pataskala, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2008. Mr. Mas is an Attorney.
James L. Stowe, from Columbus, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2008. Mr. Stowe is the Executive Director of the Community Relations Commission for the City of Columbus.
Mildred Clark, from Holland, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2008. Ms. Clark is a Graduate of Lane College and the University of Toledo.
Fannie Brown, from Norton, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2008. Dr. Brown has a Bachelor of Arts degree from Malone College, a Master of Science degree and a Doctorate degree from the University of Akron. Dr. Brown is the Executive Director of "The Coming Together USA."
Joel King, from Gahanna, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2009. Rev. King is a Graduate of Cecils Business College. Rev. King is a Pastor of a church in the Urbana area, and is the First Cousin of the Reverend Dr. Martin Luther King, Jr.
Normal McNeal, from Canton, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2009. Mr. McNeal is a Member of the Greater Canton/Stark County Martin Luther King, Jr. Holiday Commission.
Leonard Hubert, from Columbus, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2009. Mr. Hubert is a Commissioner for the Ohio Civil Rights Commission.
Barnett Bricker, from Columbus, was reappointed to the Ohio Martin Luther King, Jr. Holiday Commission for a term ending December 31, 2009. Rabbi Bricker is a Rabbi with Temple Israel in Columbus.
The Board of Nursing shall provide for examination, regulation, and registration of nurses, nursing school curriculum, standard, and inspection of the schools. Members are compensated $18.98 per hour, plus expenses.
Anne E. Barnett, from Junction City, was reappointed to the Board of Nursing for a term ending December 31, 2010. Ms. Barnett has a Bachelor of Science degree in Nursing from Ohio University. Ms. Barnett is a Wound Management Center Manager for Genesis Healthcare/Good Samaritan Medical Center.
Eric Yoon, from Springboro, was appointed to the Board of Nursing for a term ending December 31, 2010, replacing Bertha M. Lovelace, whose term expired. Mr. Yoon has a Bachelor of Science degree in Nursing from Wright State University and a Master of Nursing degree from the University of Cincinnati. Mr. Yoon is a Nurse Practitioner in the Lima Memorial Hospital Emergency Room.
The Southern Ohio Agricultural and Community Development Foundation endeavors to replace the production of tobacco in southern Ohio with the production of other agricultural products and to mitigate the adverse economic impact of reduced tobacco production in the region by preparing, implementing, and keeping a current plan to develop means for tobacco growers to grow other agricultural products voluntarily. Members are compensated for expenses only.
Kelly Cole, from Hamerville, was reappointed to the Southern Ohio Agricultural and Community Development Foundation for a term ending June 3, 2011. Ms. Cole is the Director of the Brown County Department of Economic Development.
The State Veterinary Medical Board shall issue licenses, conduct examinations for licenses and approve schools which meet the board's requirements. It may also suspend or revoke veterinary licenses. Members are compensated at $18.98 per hour, plus expenses.
Geoff Smith, from Columbus, was appointed to the State Veterinary Medical Board for a term ending December 31, 2009, replacing John W. Bentine, whose term expired. Mr. Smith has a Bachelor of Arts degree from The Ohio State University. Mr. Smith is a former State Representative.
The Counselor, Social Worker and Marriage and Family Therapist Board oversees the grading of examinations of individuals applying to be a professional counselor, social worker or independent social worker and determines if an applicant is qualified for practice. Members are compensated $19.55 per hour plus expenses.
Karen Huey, from Columbus, was appointed to the Counselor, Social Worker and Marriage and Family Therapist Board for a term ending October 10, 2009, replacing Orest Holubec, whose term expired. Ms. Huey has a Bachelor of Science in Business Administration from The Ohio State University and a Juris Doctor degree from Capital University Law School. Ms. Huey is the Liaison to the Bureau of Workers Compensation and Human Services for Governor Bob Taft.
The Board of Motor Vehicle Collision Repair Registration shall adopt rules to carry out the act's purposes, including a rule regarding liability insurance required of registrants, which rule must permit the use of certain insurance policies, determine whether to refuse to issue or renew a registration as provided in the act, and do all acts and perform all functions necessary for the act's administration and enforcement. Members are paid $18.98 per hour, plus expenses.
Eric Poklar, from Powell, was appointed to the Board of Motor Vehicle Collision Repair Registration for a term ending January 1, 2010, replacing Barbara Lewis, whose term expired. Mr. Poklar has a Bachelor of Arts degree from The Ohio State University. Mr. Poklar is the Director of Legislative Affairs for Governor Bob Taft.
The North East Ohio Universities Collaboration and Innovation Study Commission shall develop a plan and may make legislative or other logistical recommendations for the following, with respect to the University of Akron, Cleveland State University, Kent State University, the Northeastern Ohio Universities College of Medicine, and Youngstown State University: Strategic and purposeful collaboration among the institutions; Partnering among the institutions of both undergraduate and graduate academic programs; Sharing of at least some governance mechanisms, particularly as they relate to common basic functions, among the institutions; Development of a coordinated approach to the academic and administrative roles of public higher education in North East Ohio, while maintaining the separate identities of the institutions. Members are not compensated.
Robert Briggs, from Akron, was appointed to the North East Ohio Universities Collaboration and Innovation Study Commission for a term ending December 28, 2007. Mr. Briggs has a Bachelor of Arts degree from Duke University and a Juris Doctor degree from The Ohio State University. Mr. Briggs is an Attorney with Buckingham, Doolittle & Burroughs, LLP.
Dorothy C. Baunach, from Westlake, was appointed to the North East Ohio Universities Collaboration and Innovation Study Commission for a term ending December 28, 2007. Ms. Baunach has a Bachelor's degree from Wittenberg University, a Master of Science degree from the University of Dayton and a Master of Business Administration degree from Case Western Reserve University.
Brad Whitehead, from Shaker Heights, was appointed to the North East Ohio Universities Collaboration and Innovation Study Commission for a term ending December 28, 2007. Mr. Whitehead has a Bachelor of Arts degree from Harvard College and a Masters in Public Administration degree from the Kennedy School of Government. Mr. Whitehead is a Program Director for Economic Development at the Cleveland Foundation.
James Hambrick, from Novelty, was appointed to the North East Ohio Universities Collaboration and Innovation Study Commission for a term ending December 28, 2007. Mr. Hambrick has a Bachelor of Science degree from Texas A & M University. Mr. Hambrick is President, Chairman of the Board and Chief Executive Officer of The Lubrizol Corporation.
Ted Boyd, from Canton, was appointed to the North East Ohio Universities Collaboration and Innovation Study Commission for a term ending December 28, 2007 as both a Member and Chair. Mr. Boyd has a Bachelor of Arts degree from Bethany College and a Juris Doctor degree from Cleveland State University. Mr. Boyd is Chairman of First Communications and Rockledge Ltd. and General Partner of Willmoll Development Company.
