GOVERNOR SIGNS BILLS

COLUMBUS (December 18, 2002) - Governor Bob Taft today signed the following bills, which will be filed with the Secretary of State's office.

Amended Substitute Senate Bill 85, sponsored by state Senator Steve Austria (R-Beavercreek), designates the portion of United States Route 68 from its intersection with Interstate 70 in Clark County to the boundary of Clark and Champaign counties as the "Governor James A. Rhodes Memorial Highway." The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Amended Substitute Senate Bill 115, sponsored by state Senator Jay Hottinger (R-Newark), provides limited civil immunity for Ohio Fire Academy Instructors; provides that the State Fire Marshal's Office is a fire department for purposes of allowing a qualified team from the Ohio Fire Academy to assist with local fire suppression and emergencies; provides for paid leave for service as a volunteer firefighter or emergency medical services worker; increases the benefits to survivors of volunteer firefighters and statutorily authorizes the State Fire Commission's maintenance of the Ohio Fire Services Hall of Fame and the payment of associated recognition and commemoration expenses with state moneys. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Substitute Senate Bill 121, sponsored by state Senator Louis Blessing (R-Colerain Township), revises the law regarding required screening of newborn children for genetic, endocrine, and metabolic disorders. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Substitute House Bill 406, sponsored by state Representative Linda Reidelbach (R-Columbus) authorizes Secretary of State to distribute certain documents in an electronic format subject to certain conditions. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Amended House Bill 498, sponsored by state Representative Shirley Smith (D-Cleveland) designates a portion of Interstate Number 490 within the City of Cleveland as the "Troy Lee James Highway." The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Amended Substitute House Bill 530, sponsored by state Representative Jon Peterson (R-Delaware) modifies the small county exception to the drawing, summoning, and service of jurors for a term or part of a term of a court of common pleas and creates new courts. The bill contains an emergency clause and goes into effect immediately upon the Governor's signature.

Substitute House Bill 545, sponsored by state Representative Arlene Setzer (R-Vandalia) provides for the training of special police officers of certain airports and designates those special police officers as law enforcement officers. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.
