GOVERNOR SIGNS BILLS

COLUMBUS (December 23, 2002) - Governor Bob Taft today signed the following bills, which will be filed with the Secretary of State's office.

Amended Substitute Senate Bill 218, sponsored by state Senator Jim Jordan (R-Urbana), modifies the oath administered to members of a grand jury. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Amended Substitute House Bill 188, sponsored by Representative Tim Schaffer (R-Lancaster), makes changes in the registration requirements concerning private investigators and security guards. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

House Bill 206, sponsored by state Representative Eileen Krupinski (D-Steubenville), designates the portion of State Route 7 and Rush Run Road in Jefferson County to the boundary of Jefferson and Belmont counties as the "Bill Mazeroski Highway." The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Substitute House Bill 271, sponsored by state Representative Dennis Stapleton (R- Washington Courthouse), authorizes courts to impose periods of community service upon offenders who fail to pay judgments for court costs relating to the criminal action.. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Substitute House Bill 373, sponsored by state Representative Jim Hughes (R-Columbus), revises the law governing the State Highway Patrol Retirement System. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.


Substitute House Bill 445, sponsored by state Representative Merle Grace Kearns (R-Springfield), requires the Ohio Ballot Board or designees to prepare and file arguments to each constitutional amendment, law proposed by initiative petition, and law, subject to referendum petition if persons designated to prepare the arguments fail to do so; delays the date by which the mandatory electronic filing of campaign finance statements must be made to the Secretary of State, for General Assembly candidates; and declares an emergency. The bill contains an emergency clause and goes into effect immediately upon signature.

Substitute House Bill 474, sponsored by state Representative Merle Grace Kearns (R-Springfield), declares that assisted suicide is against the public policy of the state and creates the Compassionate Care Task Force to study and make recommendations on treatment of intractable pain. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Amended Substitute House Bill 496, sponsored by state Representative Jon Peterson (R-Delaware), creates the Chemical Dependency Professionals Board, requires licensure or certification of chemical dependency counselors and certification of alcohol and other drug prevention specialists and makes an appropriation. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.

Substitute House Bill 605, sponsored by state Representative John White (R-Kettering), establishes the Intrastate Mutual Aid Compact for all political subdivisions within Ohio. The bill establishes a method by which communities across the state can assist each other in responding to disasters, thereby ensuring that they have access to the resources they need. The bill goes into effect 90 days upon the Governor's signature and filing with the Secretary of State.
